Zerum — deterministic Python code governance

Rust analyzer (~75 native checks) for maintainability, architecture boundaries, and AI-slop patterns; optional Ruff orchestration.

  • Built Zerum with human/JSON/SARIF output and a `--remediation-prompt` brief for editor agents — no model call inside Zerum.
  • Distributed via crates.io, PyPI wheels, Homebrew, and GitHub Releases.
